Unable to send email via MS Outlook 2003

Asked by rjpestana in SendMail Email Server, Email Software, Simple Mail Transfer Protocol (SMTP)

POP3 system (Starband. net) via satellite connection, email works OK via ISP, I've reset the SMTP; deleted and rebuilt the email address (numberous times); "My outgoing server (SMTP) requires authentication" box is checked as is the "Use same setting as my incoming mail server"
Did a System Restore back to 2 weeks (problem started a week ago)
I've also, completed the SP3 (this wiped out my System Restore dates!). Next ran "detect and repair"  which ran OK but, didn't fix problem.  Other users have same setup and they work OK.  
Systems is running XP SP2, has latest updates, including latest Java updates.

Lastly, sent a test email with a return reciept to a gmail and a yahoo address. got the following error back.
"Relaying temporarily denied.  Cannot resolve PTR record for 198.70.1.28"
Don't know what this means.  Do you have any suggestions?Start Free Trial
