NTDS 1864 Errors....

So this site that I am working on....
the server assist log is filled with NTDS 1864 errors.
there are 3 dcs on this site
dc1 and 2 are real dcs and dc3 is on vmware.
right now i keep on getting ntds errors 1864 on both servers, very generic message.

when i ping the dc2 and dc3 it is sucessful. and vice versa from dc2.

when i try to use repadmin /showvector /laterncy partition-dn it shows all the elements.

and the clock is set correctly.

so what can be causing these errors? anyone willing to help?
