How to I prevent users from installing software on their company computers?

I have a Windows 2003 AD network, and Windows XP SP2 clients. Until now, we have allowed our users to install whatever they want on their computers, but now that is becoming an issue. How do I, in Group Policy, prevent users from installing any software on their computers?
