How can I demote my Windows 2003 DC gracefully?

Tags: "Access is denied." Specify an account with Enterprise Administrator privileges to the forest OMF-Publishers.local

I have a domain with 2 DCs.
1. "Servant" which runs Windows 2000 Advanced Server SP4 and currently holds FSMO roles
2. "Joy" which runs Windows 2003 64bit Standard Edition which I want to demote, rebuild and then promote as a DC and eventually take over all roles from "Servant".

When I run dcpromo I get a dialog box titled "New Credentials" that says:
The operation failed because: Active Directory could not transfer the remaining data in directory partition CN=Schema,CN=Configuration,DC=OMF-Publishers,DC=local to domain controller Servant.OMF-Publishers.local.  "Access is denied."
Specify an account with Enterprise Administrator privileges to the forest OMF-Publishers.local

At the bottom of this whole box are text fields where I can type in the username, password, and domain.

I have tried:
1. Entering the Administator username and password (the Administrator profile is a member of the Enterprise Administrator group) with the following result message:
The operation failed because: Managing the network session with Servant.OMF-Publishers.local failed
  "Logon failure: unknown user name or bad password."

2. Tried adding another account to the Enterprise Administrator group and tried those credentials.

3. I have read http://support.microsoft.com/kb/250874 and fixed the "Enable computer and users accounts to be trusted for delegation" in the domain controllers policy.

The DNS seems to be healthy and it is AD integrated.
The dcpromo.log file has these entries:
01/10 12:41:02 [INFO] Error - Active Directory could not transfer the remaining data in directory partition CN=Schema,CN=Configuration,DC=OMF-Publishers,DC=local to domain controller Servant.OMF-Publishers.local. (5)
01/10 12:41:02 [ERROR] Failed to prepare the Directory Service for uninstallation (5)

If possible I would like not to force a demotion.
