Windows 2003 Domain Controller and the Network Services goes slow to stand still Intermittently.

HI,
Recentrly we upgrade a new customers network / servers. They had 4 of 5 Win 2k Servers and 2 or 3 Linux servers for Email, Firewall etc etc.
I've installed 2 x (Intel Dual Xeon Quad Core; 4gb; 1TB etc) Servers both with Win 3k Server 64bit. The one server was to be the main File Server and the other would be for Exchagne 2007. The File Server and the rest of the network are running on 192.168.5.x and then Exchagne Server is in a DMZ connected to the Juniper SSG and is in subnet 10.1.1.x.
Both Subnets can see each other with the required access... (Eamil Browsing, DNS, Remote Desktop and AD Synch) The Site has about 120 users.
The problem is that since the "Clean AD" installation every 2nd / 3rd and sometimes 7th day the network goes extremely, extremely slow. It can take up to 15min to log onto XPp and you can not browse the File Server (DATA1) on the network, but you ping it thought... The PC's goes extremely slow, if you click Start it can take 3 to 4 min to display the menu. If your PC had Excel where open or a Database on another server you can continue with it, but you can not open a new application. The Exchagne / Outlook is still working and users can sent and recieve email as normal, slightly slower, but it works, but enything ells on the PC's, (Printing, Accessing Files  on the on the Main File server, Data1, or working on a Database hosted on DATA1 is not possible...If you unplug the PC's network cable everything is back to normal and fast, except that there is then no network access.
On the main file server we are hosting a few very old applications... "ACCPAC" is one of them. This version was the firts version released for Windows and is an accounting package used for Invoices etc etc. I thought it might have been this application as most of the times that the network goes slow, it is one of the Accpac users that phoned to say the application is not responding and a few minutes later, everybody phones a log Network Down calls, the reason was that this app is 16 bit and it was running on a 64bit server....?
I then downgraded the Main Files Server / AD Domain Contoller to be a Windows 2003 32bit Server.... (This was not a clean AD install or new AD setup, and I build a temp DC a did a FSMO role transfer and back etc). This Files Server is now again the main DC and File Server is running Windows 2003 32bit.
I thus have one 64bit 2003 Server for only Exchange 2007 (and BDC so to speak) and a Windows 2003 Server 32 for DC and main Files Server. ( I also have two other 2003 32bit server for various other Database hosting, SQL etc)
The problem still remains and it is very difficult to say when it happens. it can be 3 days, or 5 days, or just 1.
The easy way to resolve the issue is to restart the File Server and once it is up everything is back to normal. Nobody has to restart or anything....???
The are no major Event Logs in the Event Viewer, however with the Network Stops you can see events about not getting access to AD and the GPO but that is it.
If you logon to the 2003 DC Server (Data1) it is very fast and you can browse the local HDD, however if you click start, run \\"ServerName" it hangs and you get Explorer not responding issues....
This is a major concern for me and I've checked a number of things... Virus, Spy, Faulty Cards, etc etc but not much came from it.
Please could you assist and let me know what details you require.

Running the new Symantec End Point P 11.
Symantec Backup Exec for win Servers, connected to an HP Auto Loader (Connected to the Main File Server with SCSI)
Have a Few HP Procurve 2600 Series Switches.
Most users are XPp, however a few 2000 and Vista Machines are in the rounds.
