Thank you for posting back so quickly, I did try this method but everytime I add the user, then the delete the location, the GPO closes down, what by doing wrong please

Thank you again for the information, I did say I was a beginner at this,
I was trying to delete the OU but to leave the users in place and as you say it does not work this way, by leaving it in the group asigned and then selecting the users it appears to work most times the users log on but just occasionally it misses them completely, is this another problem entirely?

i assume you are using GPMC....
Basically you DO need to assign the policy to an OU, however you can change permissions on it. by default, policies are applied to "authenticated users" under security filtering. Remove that group from this section and add the user(s) you want it applied to....
