Active Desktop Forced Background

I have recently forced out a standard background using Active Directory GPO.  The forced background is working the way it supposed to but there is 1 strange thing that happens.  Every 15 min I have the machines to lock themselves and they require a password to get back in.  As long as the pc remains in windows the background is correct.  Once the machine goes to lock mode and requires the crtl+alt+del to be hit the background changes back to whatever the user had prior to my forced policy aka I have a bunch of bugs bunnies showing up on a laptop right now and a little box thats says the computer has been locked.  How can I kill mr bunny off the pc so my standard desktop shows during the lock mode and also it shows on startup.  One other random issue i get is attached and will not go away.  This issue does not happen to every machine, kinda random and this is the main issue why I had to take off the background in the 1st place.  Start Free Trial
