GPO Force Logoff and shutdown

I want to apply a policy to either logoff or shutdown the domain computers in the evening. Apart from setting the logon hours for users and turning on the force logoff GPO is there anything else i need to do?

Where is the force shutdown GPO?

When i applied the policy to logoff just me it did not work? i did the cmd net accounts and the force user    logoff after time expires was set to 0 ??

I am running a windows 2003 domain with XP clinets?
