Is there a way to stop the Active Directory Service without demoting the DC?

Dear experts,

I have a weird question - is there a way to stop (or shut down) Active Directory Service on a Windows 2000 DC without demoting it?

The situation is that I have an old W2K DC in a remote site that I want to replace. Since day one replication has been a problem with this particular DC as it is not "talking" to other DCs in the domain. My original plan is to put a new DC in place and demote this bad DC, leaving it to run as a member server.

Because replication has failed since day one, so I am not sure the demotion will go smoothly as plan. In case if demotion fails, my backup plan is to put in the new DC, move DNS and DHCP to the new DC and STOP AD service on the old server using a command or by stopping any relevent services.

So does anyone know if there is a way to stop AD without demoting the DC? I mean, is there any service or services that I can STOP (in services.msc) in order to stop AD service on a DC?
