Group Policy SCECLI 0x4b8: An extended error has occurred.

On a domain controller i have set up I have been receiving the following error in the group policy logs.
SCECLI 0x4b8: An extended error has occurred.
I tried a couple things I found online and none of them have worked so far.
I reset the admin password to default as recommenced and reset the security database

I think my problem might be caused by the following
When I run gpupdate /force and look at the log in windows/security/logs it references a different domain.
The active directory on this DC had become corrupted so I demoted it using dcpromo then promoted it again and used a different domain name.  Now the old domain name is showing up in the security logs.  Is this causing my problem if so how do I fix it.
