Missing Netlogon

Windows 2003 R2 Domain Controller contains the authoritative copy of the SYSVOL tree.  This system was a 2000 server until an in-place upgrade was performed.   Everything appeared fine until we attempted to add a 2nd DC.  The DCPROMO went fine and everything appeared to be working.  Replication is working but the promoted server fails dcdiag with:
     
Starting test: NetLogons
         Unable to connect to the NETLOGON share! (\\AZSVRSTRG01\netlogon)
         [AZSVRSTRG01] An net use or LsaPolicy operation failed with error 1203,
 No network provider accepted the given network path..
         ......................... AZSVRSTRG01 failed test NetLogons

After investigating the error I found that there is no scripts (NETLOGON share) on the new DC or the authoritative DC.  Now here is the weird part, the authoritative DC passes DCDIAG and NETDIAG without a NETLOGON share&&
How do I recreate or recover the scripts (NETLOGON share)?
Your help is greatly appreciated.
