Microsoft aren't very forthcoming on what causes the whenChanged field to be updated. I would therefore presume that it is updated when any of the object's fields are changed.
During the normal operation of Active Directory, there will be updates to computer objects and user accounts - the kerberos password is changed for computer accounts at regular intervals, for example.
