Control which Domain Controller PC's authenticate too.

I have 8, 2003 DC's 7 of which are in different locations.  They are all currently listed in the "Default-first-site-Name" container.  Each DC is a DHCP server for that location.  All sites are connected via 10mb MetroE with 20mb backbone to the main site.

If I create a new "site" for each location and move their DC to that container will it force those local users to authenticate via "their" DC rather than going across the MetroE?  Will there be any issues with moving the DC's out of the default site container of which they have been a part of for the last 3 years?
