Restoring Primary domain controller

We had a server breakdown 3 days ago and we had to rebuild the server. The server was configured as a primary domain controller, we already have a secondary domain controller which is currently serving logon request for clients connecting to the domain.
My question is how can i restore the primary domain controller, i tried restoring the server from a tape backup system state but ended up with blue screen OS crash message.
If i directly install active directory with same domain controller name and ip address will it automatically replicate active direcotry data from secondary domain controller?
