With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Dcpromo asking for ADPREP wrongly

We have a Domain Controller in China that had the Chinese version of Server 2003 on it.
We wanted to run the English version on it with MUI
Our tech was able to use dcpromo to remove the DC to demote, reinstalled Server2003 and was using DCpromo to Promote it but recieved a request to run ADPrerp.  The forest and other Chinese DC is Server 2003 so no ADPrep should be necessary.
The error is
The operation failed because:
The Active Directory Installation Wizard cannot continue because the forest is not prepared for installing WIndows Server 2003.  Use the ADPREP command line tool to prepare both the forest and domain.  FOr more inform etc.

The Version of Active Directory Schema of the sourse forest is not compatible wiht the version of AD on this computer."

We have Trend Micro loaded on the server.
 Can that software package trigger a ADPrep request?
