Rolling out Font companywide without Admin access from Group Policy

I want to deploy new font under C:\Windows\Fonts onto approx 3000 Computers company-wide.
I managed to get free MSI Builder from www.advancedinstaller.com
and using Simple mode, I managed to create MSI file.
Now using Group Policy or GPO or GP under Computer configuration - Software installation I am able to deploy same on the computers users who have local admin rights.

But now my biggest challenge is that I am unable to deploy MSI file in C:\Windows\Fonts for the computers who users doesnt have Admin rights.

Could you please advise.

Environment:
Server : Windows Server 2003
Client : Windows XP - SP2
