Event ID 1030, 1058, gpt.ini, the system cannot find the path specified

Hello,
I've gone through all the posts regarding event ID 1030 and 1058, and there are plenty. I'll try to be as specific as possible with my situation.

Currently all my Domain Controllers and Domain computers are generating these messages. What I found is that I don't have any files or folders under C:\Windows\Sysvol\sysvol\mydomain.com on any Domain Controller, which could explain the error message below: I'm not sure what happened to my Group Policy.

Event ID - 1058

Windows cannot access the file gpt.ini for GPO CN={31B2F340-016D-11D2-945F-00C04FB984F9},CN=Policies,CN=System,DC=golyon,DC=com. The file must be present at the location <\\golyon.com\sysvol\golyon.com\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\gpt.ini>. (The system cannot find the path specified. ). Group Policy processing aborted.

Active Directory has basic functionality, and FRS is working OK. Luckily we don't use much Group Policy, but I need to fix this since I can't edit an empty policy, and the errors are every 5 minutes. Can I just recreate the Default Domain Policy without worrying about effecting anything else in my environment, such as Exchange? I was reading on several posts that you can.
