How to move a subnet to another domain controller in another site...

Hey Experts

I need to decommission a old domain controller. This DC is the only one in a site that has the 10.99.81.xx subnet. The DC has WINS/DNS/AD and is set as a GC.

Q1: How do I move the subnet to another DC(with GC/DNS/WINS/AD) in another site (Both DC are in the same LAN!)?
Q2: Can this be done without affecting our other servers/services(Exchange/File Shares) in that subnet(eg: downtime) while moving?
Q3: What else needs to be done so that it won't affect other sites negatively?
