how to set up folder permissions step by step

I have a share called engineering with the following permissions: Administrators -full control,  Creator/Owner nothing is checked, Engineering group -full control,  everyone read, list, read & execute, system -full control

inside that share is a folder called WMI-Engineering inside this folder are 6 more subfolders, I want one of them to be fully open so people can drop information and reports in it.  The other 5 folders I would like everyone to be able to read what is in the folder, and copy information in those folders  to their computer, but I do not want them to be able to modify or delete anything in these 5 folders.  Now there are going to be 2 people that are responsible for the WMI-Engineering folder one person created it and I would like 1 other person to have full control?  How do I do all this? Is it even possible?  Thanks a bunch!
