Not able to access group policy management console

I changed the default group policy in Windows Server 2003 and I prohibited access to the Group Policy Management Console as well as other tools thinking that I was preventing users from accessing this tools, but that administrators would still have access to them.  Unfortunately, I thought wrong.

Does someone know how I can undo this and re-establish access to this tools for administrators only.
