Is there any way to modify file type associations based on group membership?

Here's what I need to accomplish:

We are running Citrix Presentation Server 4.5.
We need to have MS Office available to only 90 users.
The rest of the users will just have the viewer.

Is there a way to modify file type associations via group policy?
I think I could make registry changes via a login script based on group membership too.

I just need advice on the best way to do this, and what reg keys actually hold file associations.
