Folder redirection stops working when loopback processing is enabled.

I have a user based group policy that uses start menu folder redirection.  I am creating a directory on the workstation local hard drive and pointing the start menu to it in the group policy.  I have a computer OU called 'Test', and I have a group policy under that that has policy loopback processing enabled in the computer settings, and under that same OU I have a group policy that has start menu folder redirection enabled in the user settings.  When I enable loopback processing, the folder redirection stops working.  The folder redirection works if it is applied to a user OU, but I want the custom start menu for anyone who logs into that machine.  What is wrong?
