permissions are not working

User docs are accessible to all users.  Even though particular folders have the security permissions set to allow one user, the administrator, and the system, all users can access these folders.  The owner of most folders is the administrator.  I cannot figure out where the permissions are being pushed down from to allow any user access to other user's docs....?Start Free Trial
