Best Practices for Adding a New Site to an Existing AD Environment

Hi,
I am runnign AD (2003) in a single domain at corporate headquarters.  We opened a new site in Europe that currently has 10 users with client systems connecting via software VPN to corporate.  I am going to be putting the First DC and a File Server in Europe and need some insight.  Corporate is currently using a 199.x.x.x Internal Network but the new European site will be running a 10.x.x.x network.  I have the routes in place over a T-1 line between the offices and a 10.x.x.x system can ping the 199.x.x.x network here.

Should I assign a 199.x.x.x address to the 2 new servers in Europe and add them to the single domain in the States?  SHould I create a new Domain over in Europe??  The office in Europe will have about 20 people in it.

The assumption is to build new servers onsite, in Europe over a healthy T-1 line.  I've not extended like this before and wanted some insight.
