Windows 2003 server "unable to allocate relative identifier" message

I am trying to add new users to my domain and I have run into trouble. I get all the windows that my intructions show, I add all the information, then when I click finish I get an error message that reads "windows can not create the object (person's name) because:
The directory service was unable to allocate a relative identifier"

What do I do?

There is some type of problem with your RID master role, which is one of the domain FSMO roles. Either its down, not contactable or buggered in some way.

heres an article that will help you looking at some of the basics that will hopefully lead to solving the issue.
