Hmm but actually I think it's more likely that it's upset because it tries to process all the files in C:\Windows\Inf despite few of them being used.
Do you only get the one error message?

I've created a GPO through GPMC.msc in my DC.
and then when i run RSOP.msc under my PC, i got this error below
The following error occurred in C:\WINDOWS\Inf\AER_1044.AD
Error 64 Help string specified more than once
The file can not be loaded.
some said (from this forum) that reinstalling Service pack can repair this problem, but its not that easy since
my Domain Controller is currently use by Exchange Server 2007, if it goes down the email goes down too.
any idea and suggestion would be very much appreciated.

Okay, my theory is simply that it can't cope with the character set in the template. I get the same thing on my Exchange server, albeit for different language versions of the same file.
Um, and to resolve it I simply cut the file out of the inf directory and dropped it somewhere else. In my case c:\support, where I keep all the stuff for either installation or maintenance on the server. That way, should anything ever be upset by it missing in the future I can move it back.
The thing is, unless you've going to switch language you don't actually need the template it complains about. I suspect that we could get around the problem by ensuring the associated language pack is installed, but that's a heavy solution for something that really shouldn't be a problem.

It's odd, the policy files aren't actually linked in to anything. It looks like RSOP.msc simply scans and attempts to parse each ADM file within the Inf folder.
I only suffer from the problem on my Exchange server (with 1028 instead of 1044). My own system has the template, but rsop.msc doesn't post the same error, the file only seems to be present on the servers that have the Exchange system tools installed.
That is a sensible precaution to an extent because it could cause issues should they be imported elsewhere.
I don't have a better solution other than deleting the file at the moment. It's likely to need some attention from MS if we're to get a better fix. I didn't manage to find anything conclusive when I looked around last time, the reported responses from MS were extremely vague.

strangely enough when i diagnose these settings:
1. Schema Consistency
2. Directory Replication
3. Site Configuration
4. GPO Synchronization
5. NTFRS Status
using Quest Spotlight for AD v6.7 i found no errors and all of them are in good condition.
but see the error line number one is 189 (PC) and the other is 30 (DC)

Administrative Templates to display in RSOP console, you can call Microsoft to check it..
Also, you can follow steps below to resolve your issue:
Since there is no country specific version of .Net Framework 2.0 it
install the adm files for all of the languages supported. In order to only see the
results for US English remove the following adm files.
Search for the files with .adm extension, you may get the result as below.
AER_1025.ADM
AER_1028.ADM
AER_1029.ADM
AER_1030.ADM
AER_1031.ADM
AER_1032.ADM
AER_1035.ADM
AER_1036.ADM
AER_1037.ADM
AER_1038.ADM
AER_1040.ADM
AER_1041.ADM
AER_1042.ADM
AER_1043.ADM
AER_1044.ADM
AER_1045.ADM
AER_1046.ADM
AER_1049.ADM

The only AER_*.adm that needs to be there is AER_1033.adm. The 1033 designation is
the US country code.
So only keep AER_1033.adm file and delete rest of the files, close and reopen
RSOP.

Hey,
Once of the non-english policy templates for Application Error Reporting (AER). Don't ask me which language it is, never was any good at that.
Any chance you can attach the file? I can compare it with the version I have running on my Exchange server.
