FRS not functioning on domain controller

I have 1 DC (ALL servers W2K3 SP2)  that's FRS is not functioning in a domain of around 10 DC's. I have verified everything is functioning. Replication works great.

I have gone through multiple KB's verifying everything is ok. Replication, Network, FRS services started, etc...

I have done the D2 reg hack multiple times. Not done the D4 yet, because that would be a major pain.

The problem DC is set to only replicating from one other DC.

Verified the security rights on the sysvol on the problem DC are correct.


Event error logs on Destination DC:

Event ID: 13565

File Replication Service is initializing the system volume with data from another domain controller. Computer Server1 cannot become a domain controller until this process is complete. The system volume will then be shared as SYSVOL.
 
To check for the SYSVOL share, at the command prompt, type:
net share
 
When File Replication Service completes the initialization process, the SYSVOL share will appear.
 
The initialization of the system volume can take some time. The time is dependent on the amount of data in the system volume, the availability of other domain controllers, and the replication interval between domain controllers.

Event error logs on Destination DC:

Event ID: 13508

The File Replication Service is having trouble enabling replication from server1 to server2 for c:\windows\sysvol\domain using the DNS name server1.domain.ad. FRS will keep retrying.
 Following are some of the reasons you would see this warning.
 
 [1] FRS can not correctly resolve the DNS name server1.domain.ad from this computer.
 [2] FRS is not running on server1.domain.ad.
 [3] The topology information in the Active Directory for this replica has not yet replicated to all the Domain Controllers.
 
 This event log message will appear once per connection, After the problem is fixed you will see another event log message indicating that the connection has been established.

You can just do a dcpromo /forceremoval on the DC since you have multiple more. Then you can run a metadata cleanup on AD to remove lingering objects from this failed DC.

If you want to try the Burflag method before forceremoval you must have a good DC with the D4 burflag in for the failed DC that has D2 burflag for the method to work because it won't know where to pull a good replication from if you don't tell it.

Regarding D4 method. The way I understand it has to work is that I have to shutdown replication on all the other servers except the good DC and the problem DC? That would really suck.... and that is why I am trying to avoid that method.

With the burflag method you need to stop FRS on the servers that are getting the burflag in the registry. Once you have the registry sets in you start it back up.

Regarding the burflag method. The way I understand it is that there are two servers. The source and the destination. But you have to stop FRS on all servers other than these two. So if you have 20 servers FRS has to be stopped on 18?

No that is wrong you need to stop FRS on the servers that you are trying to force replication this is how the servers know who to replicate with. Just putting the burflags in the registry doesn't make them start replicating you must stop the FRS service.
