Block Ultra surf on my network

every body know what can that software do "Ultra Surf "
I need Active solution to deny this software work on the network

Removed the Zones Windows 95 - 98 Networking and OS2 Networking Security.
Added Windows Network Security and Active Directory to the Zones.

sorry i'm not explain very well
that software used for Break a Proxy on the network

that maen the clint install this software and the software is change a Proxy to another  Proxy

Example: I'm  install ISA server on my network no deny some Clinet access to internet

Some users install software named 'Ultra Surf' to change a proxy and following

he can Access the Enternet


so I need a way to deny that software work
