Yes you need to run this from command line. Make sure you run the command from the path where PSLoggedOn.exe resides.
Like you copy PSLoggedOn.exe on C:\ drive root then:
Click Start -> Run -> Cmd.exe -> OK -> CD\ [Press ENTER]
PSLoggedOn -l UserName [Press ENTER]
Type "PSLoggedOn /?" for help.
