Check your delegations on the Offce1 OU, given that it is the OU where the computer accounts need to be moved to.

I have delegated control to non admin users to be able to move computers in Active Directory.
Basically I have an OU Called Office1 then I have an OU called departments and then Computers etc
I have granted full access to the OU called Office1 to my non admins users, they can join computers to domain but cannot move the computers to the correct computer OU from the default computers container.
I am not sure what else I can do. I granted full access to the OU by using the delegate control wizard.

By default when a computer is joined to the domain it's placed in the Computer Container. From here you can move the computer where ever you like.
Have you tried to do the following...
From the root of your domain give the non-admin group the ability to add & delete computer account objects..... These are the permission necessary to move a computer account in AD...

Any user can join up to 10 computers with regular non-priv. accounts.
