As far as I know the exchange management tools are only available on the exchange media.

They cannot find the Exchange 2003 CD. I need to download ESM to populate the Exchange Tabs in ADUC .. is there free download??

You don't necessarily need to install ESM to get the tabs in ADUC. If it's the Exchange tabs you're after, and you're using the 2003/XP version of ADUC, then do this:
On your exchange server, copy the following files from the '\program files\exchsrvr\bin' folder:
address.dll
escprint
exchme
glbln
mai
p
Copy these to \windows\system32 on your local machine, then in the command prompt, run
regsvr32 C:\windows\system32\mailds
