How do I sync both XP cached and Domain passwords, while notifying users?

Scenario: Windows 2003 domain. All computers are domain members. Many (65+%)
users never connect after the computer is setup. Users VPN using Web Portal built by Cisco ASA 5510 - very few (admins/developers) use full client to VPN in.  Therefore, remote PC's never "phiysically" connect to the domain

Situation: Sox Audit dictactes us to force password changes in near
future. I have to have a way for remote users to Change both XP cached password, AND Domain password AS WELL AS be notified of pending password expiry

Question: How can I have the user change their domain AND Cached password as well as be notified before the password expires  to eliminate having 2 passwords? I have looked at numerous products, but none fit the bill... MS has pretty much told me what I want is something that isn't possible - we all know this isn't true!

Any help would be appreciated!
