iI you have no plans to introduce win 2000 or lower machines to your network then you certainly should raise it. There is no downside.

Yes, you better raise it to Windows 2003 functional level, because it will give you better security and replication speed. Windows 2000 mixed mode is used if you have any other domain working on Windows 2000 Active Directory and you need to contact windows 2003 AD to Windows 2000.

Yes,you can raise but depends if you don't have any other dc of windows 2000 in your domain.

Problem can be when you want to introduce win 2000 dc in our domain.
If you are dealing with multiple domain & you want create a universal group you will require windows 2000 native mode.

Since you're very probably not planning to ever introduce a Windows 2000 DC(!) or NT4 BDC(!), you can safely raise the functional level. om/kb/3226 92
You'll still be able to join W2k/NT4 members to the domain, just not downlevel DCs.
