How can I hide certain directories and show others in vsftpd?

Tags: Ubuntu Gutsy 64bit, vsftpd, 2.0.x, using dyndns for port forwarding
I have a vsftp server configured for both local and internet access.  I have very few (5 or less) users that will need to remotely connect to the server and download files from a set of directories (/data/fs1/* & /data/fs2/app) as well as uploading to a central location (/data/fs1/upload).  How can I only show those directories when a user logs in?  Right now I have users with local accounts connecting remotely.  When they login, they're taken to their home directory where i put in sym links for the directories.  They're able to upload and download fine, but they can also cd .. all the way up to /.  I would like them to only go as far as /data and really don't need them to have their own home directories.

Here's the kicker though.  I sometimes remote admin this machine and would like to ftp into the box and grab some logs out of /etc/ or /var/ so I would like to have one account that has full / view.

Is this at all possible with vsftpd or should I switch over to another ftp server?
