ftp port traffic not routing to correct server

primary boxes
1. windows server STD 2008 /exchange 2007 Domain Controller .active directory
2. Server 2003 STD BES server
3. OS X ftp server
4. several client boxes with remote desktop ARD and windows.

all sitting behind a Zywall 2 firwewall.

At one time things just worked. Now ftp traffic seems to route to the PDC. The router is and has been configured with firewall rules and SUA/Nat port forwarding.

ftp://user@mydomain.com routs to 192.168.2.43 when it is set in the router to run to 192.168.2.33.
a general port scan at the domain to port 21 hits 192.168.2.43.
is it possible that the domain controller is effecting the flow of traffic. The PDC is actually running with no software firewalls (but it is behind the router).
I have thought about resetting the router and setting up rules again but I wanted to see here is the PDC could be effecting traffic first.
