How to create an FTP user account for Windows 2003 FTP service

Hello,
I have a Windows 2003R2 standard running FTP service.
I have created a FTP site using IIS manager with the following settings :
   * "Do not isolate users" selected
   * Do not allow anonymous connections
   * Home directory located on the same computer ( D:\FTP\Accounting )
Default FTPSite is deleted.
How can I create a FTP user account to access this folder?
I do not want to isolate users.
