What are the security risk with FTP on a 2003 Server.

I have a FTP server that is behind a firewall and is in a ip block all it's own.  The the outside IP to the FTP is routed by the firewall.  

What I would like to know is if this server is on it's own IP block from my internal network and there is a firewall between the two internal networks that only allow for Mapping and remote desktop.  What are the security risks, and for the outside is it better to use an IP to have someone access the FTP server or setup a DNS?
