Is a single Xeon processor, 4 gig RAM, adequate for an IBM Universe database?

I have to select a new loan origination software application, I have selected a version that uses IBM Universe.  There are 25 users max. I am told all the calculations and the printing is done on the server.  The salesman told me that I could run it on a barebones desktop PC, so long as it has at least 4 gig of RAM and MS server 2003.  I will probably have about 17-18 concurrent users on the system.

Does this sound reasonable, 4 gig?  Single Xeon processor?
