Editing the system.adm file - that's the solution. I'm surprised this isn't posted in the many other threads on this subject here in EE.
Googling "system.adm" and "maxprofilesize" I found the specific Microsoft support document that details your suggestion.

I've not found a utility to report profile sizes yet - but you would think there would be one.
I can't use quotas for this company on those volumes.
No restrictions on which folders are roaming - and I could, but this wouldn't solve the type of bloat problem I'm having with many users.

Try this...
locate your System.adm template , and look for the value "maxprofilesize".
Change the following...
MAX 30000
to
MAX 150000
can change the default value as well....
Save the ADM and reopen GPMC, and reset the policy.
Reason I offer this, because I am not sure if there are any other utils that will monitor a profile, and report if thresholds are breached.
You could also enforce qoutas on the storage volumes their profiles are using, and then just disable the profile qouta.
Are you restricting any folders from roaming?
