Why can users not login remotely, but they can locally with remote ldap accounts?

I built a  new box and may have inadvertantly compiled in some pam authentication that I am not used to running with.  Generally when I setup  a linux box, I point it to our ldap server and mount a drive and users can login. But the last one I did, the users cannot login remotely, however locally root can su to the ldap account.  So it must be some permissions this.  Here is the info below.   Any advise would be appreciated.
