Cannot Share Printers or Add Printers to AD

Tags: Microsoft, Windows Server 2003, R2, Active Directory, This Printer cannot be published. To publsih printers on computers running the Windows or Windows Server 2003 operating systems, use the Printers folder
Ok, I've been on this problem for two days now. I cannot add any of my printers into AD, and the second problem is whenever I add a new printer to the print server it's may or may not show up, and if it does it's gone within an hour.

Here are my troubles shooting steps:

To resolve the adding printers into AD, I went to the local policies on both the print server & DC, and disabled all the option that had to do with pruning under Computer Config\Admin Templ\Printers, and then I enabled the options like: allow printers to be published, check published state, printer browsing, and auto publish new printers into AD, I then did the same thing for the Domain Group policies for the servers.

Second step was to make sure the actual newly added printers have the shared option enabled and list in directory checked, which they are. And have tried adding and removing numerous times.

None of these steps have fixed my problem, does anyone have any suggestions?
