The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. How to make sense of MS licensing / How to manage all of it ?

My organization has been running off of open source and 99% OEM Microsoft software for the last decade, and its becoming very apparent that this (at least on the Microsoft side) is changing. My question is two part:

First, do you know of any time tested, solid ways of managing what software you have, the numbers to it, versions, vlk, eopen, gsa contract purchase etc, in something other than excel? Maybe a software package like a trouble ticket system with this type of capacity? Preferably open source / gpl?

Second, I have a hand full of server 2003, 2008, standard, small business, sql ent, etc that I cannot get proper product keys to use during the installation. Is there anyway to determine which keys go to which software? I just don't have the time to try each against each.
