installed new apache 1.3. Apache will not accept POST method. It will not set REQUEST_METHOD TO POST

I have installed apache 1.3 on FreeBSD. According to the information I ahve read, Apache is supposed to be able to serve pages and evoke CGI programs upon initial instillation. I ahve decided to use the default directies to try to find out what is wrong.

The only configuration change I made to httpd.conf file is to add the SYS admin email id and change the server name to my domain. Nothing else has been changed. There seams to be another item that has to be configured in the httpd.conf to allow Apache to accept the POST method.

When I try to envoke a CGI program that is designed to list the environmental variables, the REQUEST_METHOD variable does not change from "GET", although in my form I am requesting a POST method. I believe as a result of his, my program reads nothing from STDIN and I get a "Use of uninitialized value at line" error because there is no data collected from STDIN.

My first question: Is there something else I need to configure in httpd.conf to make Apache pass data to my CGI by setting the REQUEST_METHOD environmental variable?

My second question: Should all of this work just by installing Apache and making the configuration changes stated above?

Is there anybody out there that has encountered this problem? I have searched to internet for two weeks, checked to the FAQs. It seems no one has encounted this problem.

Is there maybe another way for me to install Apache. BTW, I am using FreeBSD if this makes a difference.
