Apache single IP Serve port 80 + 443 Config Problems

Running Redhat 8.0/Apache 2/OpenSSL

Two Directories
/var/www/html/port443 (Documents for secure connection)
/var/www/html/port80 (Documents for NON-secure connection)

PROBLEM:  
1) Any user going to my ip (even those on plain HTTP conenctions) are asked to o.k. the security certificate
2) Even users connecting to my ip via http are asked for username/login

This is confusing since when you use http://my.ip you get the contents of /port80
and when you use https://my.ip you get a secure connection with the contents of /port443

If someone could help point out my error I would appreciate it
