long get requests getting truncated with Apache 1.3.31

I have a web server running Apache 1.3.31 with the fastcgi module loaded.
Exerything works fine.  The cgi generates and responds ok until the URI becomes very large.  Longer than 1000 characters.  Once this happens I get a page cannot be found error in MS exporer and a connect reset error in Firefox.  
I have run a sniff on the traffic and it looks like the request is getting truncated by the server.  For a very long request I can see most of the header go through to the server and then I get a packet back from the server with the reset flag set.  
I know there were a few vulnerabilities previously with long URIs causing issues with Apache.  Has Apache restricted the uri length or something.  There is absolutely nothing appearing on the logs.
