Ive tried all sorts of variants, but no matter what, when i type topstocks.localhost into my browser, i get the documentroot and not the folder specified in the vhost entry!
going nuts!

Could you spell out the URL that you type in the browse location bar -- ie, th the htt://blah.blah/ stuff.
With your config, apache would have, the following Vhost container -- in the order it was entered in the config file.
#1:ServerName topstocks.localhost
DocumentRoot d:/webroot/ooclean
#2:ServerName localhost
DocumentRoot d:/webroot
#3:ServerName localhost
DocumentRoot d:/webroot
So
http://httpd.apache.org/do
http://httpd.apache.org/do

So in this case, the default Vhost would be #1, if none of other Vhosts matches -- by matching URL typed in the URL location (on the browser) to those Servername, or ServerAlias directive in the Vhost container.
So, in this case, you may had typed http://localhost/, where the first match would always be Vhost #2.
To test, try using http://127.0.0.1/ I would be positive that Vhost #1 would match. Vhost #3 would never be matched -- well it's similar to Vhost #2 anyway.

I've just noticed that there are some inconsistentcies in the way the Vhost is defined. I am not sure if this may had cause the issue.
