Make sure that the parent directories for your vhosts are executable/accessible by the apache user .

Could you check what is appearing in the server error_log file (in /var/log/httpd directory). If you defined a different logfile for the Vhost then check that one.
There could be many possibilities -- SElinux (you did disabled this), file/directory permission, and probably apache config itself.
CHeck if you had any index.html (or whatever DirectoryIndex in your Apache config is for that specified Vhost DocumentRoot).
Does this happen to all Vhosts? Any Vhost configuration that works?
