Firewall and apache webserver

Recently i have replaced my dsl router with firewall, all the NAT and firewall rules are configured according to dsl router.
I am running apache webserver on my LAN and running the mail server as well.
port forwarding is done correctly any incoming request are going to WAN ip and translated to local ip for https service.
when i do telnet to "telnet publicip 443" it looks there is no blocking
when i enter the https://publicip its shows:
forbidden error "You don't have permission to access / on this server."
Apache Server at publicip Port 443

I  am not sure whether its firewall issue or apache....i don't want to re-connect my dsl router...anymore
