Suexec 500 Internal Server Error

im getting Internal Server Error...

this is from apache's error_log:

[Sat Mar 29 15:42:54 2008] [error] [client 89.216.138.92] (13)Permission denied: exec of '/usr/local/apache/bin/suexec' failed

and permission of suexec are 4755

any help ?
