We run a service that has a free area, with the free area, we wish to restrict the upload and download speed of files. Now, we have this working already, we use Perl to restrict the upload, however we wish to drop Perl and just use a normal PHP upload script.
How can we go about restricting the speed on a specific area / file (PHP file) of our website?
We are running Apache 2+, PHP 4/5
